Is it possible for an admin to manually add a Manager Review on behalf of a manager who is unavailable to do so within the Performance Review cycle?

Hell ​@BTE,

 

yes this is possible., The admin could use the impersonation feature for this. Using this the admin is acting as the impersonated employee and can perform actions for them. See example in my screenshot:

 

 

After login as employee simply navigate to the Performance Area to send the review.
