There isn't currently a way to preview populated worksheets by department or approver while a cycle is still in Draft status - worksheets only get created and populated once a cycle is actually launched.

Here's how we'd recommend handling this instead:

1. Launch the cycle as planned. Nothing is finalized at this point - supervisors haven't proposed any changes yet.
2. Right after launching, you (as admin) already have full review access to every worksheet, broken down by department and approver. This is the best moment to check everything looks right - visible attributes, salary bands, budget, layout - before supervisors start working in them.
3. Once supervisors have submitted their proposals, you can close the cycle to supervisors. This locks their edit access and automatically submits any pending saved proposals, giving you a clean, final view of all changes.
4. From there, you can review everything once more before running "Update salaries" - this is the step that actually writes the changes to employees' profiles, so it's a good final checkpoint.

So in short: launching a cycle doesn't lock anything in - it's actually the trigger that lets you see and verify the worksheets. The extra safety net for the final numbers comes later, when you close the cycle to supervisors and review before updating salaries.
